It has been some time since eNOAD transitioned from Infopath templates to Excel workbooks, and we trust that all vessels have become accustomed to this new system.
However, we have recently encountered new issues related to this change.
Issue 1: The workbook was saved and sent in .xlsx format instead of the required .xls format.
Issue 2: The completed workbook (.xls) was compressed into a ZIP file before being attached to the email.
Both of these examples resulted in rejections by the NVMC. Please review the correct submission procedure for E-NOA/D.
The USCG currently specifies that the eNOAD Workbook is only accepted in the “Excel 97-2003 .xls file format.”
The .xlsx file format and compressed formats are not accepted. Submissions in any format other than the specified one will be rejected before reaching the NVMC.
Even with the latest versions of MS Excel (2013, 2016, etc.), it is possible to save files in the “Excel 97-2003 .xls file format.” If you use the template provided by NVMC without alteration, the file format will remain correct. However, there have been cases where the file format was changed when saving a copy with a different name.
Immigration submissions are critical to operations, and failure to submit correctly can lead to Off-Hire or other serious issues. Please ensure careful attention to these details.
