In recent times, there has been an increasing demand for cybersecurity measures from various stakeholders, including charterers and cargo owners. We understand that many shipping companies are actively preparing their cybersecurity measures. Additionally, products and services claiming to address ship cybersecurity have emerged.
However, there is a tendency to focus solely on “cybersecurity equals measures against cyberattacks,” which has become a new concern. This view is limited to the belief that preventing “virus infections” and “external hacking attacks” is sufficient.
Ship cybersecurity involves strategies to maintain the integrity of IT systems used on ships. Cyberattacks (malicious external attacks) are just one type of cyber risk to consider. This is clearly stated in the IMO guidelines (MSC-FAL.1/Circ.3 2.1.4 and 2.1.5). To understand this better, consider the analogy of “ship safety management” and “anti-terrorism measures.”
