In 2021, there has been a movement among charterers to implement “online reporting systems.” These systems allow documents currently sent via email, such as Noon Reports and Pre-Arrival Notices, to be entered through online web access.
The reasons charterers are adopting these systems include:
・The online digitization of ship operation data facilitates easy secondary use.
・Directly entering operational data into web servers without using email enhances data integrity and confidentiality.
We have received inquiries from multiple shipowners and management companies about implementing such systems.
It is crucial to consider the procedures for operating these systems on “email-only ships” that do not have VSAT or FX. While broadband-equipped ships with VSAT or FX can operate “online reporting systems” without issue, ships operating on small-capacity plans like FBB or Iridium may find it challenging. The following measures are necessary:
1.Change to a Sufficient Communication Plan for Operating the Online Reporting System:
・Even with FBB or Iridium, switching to a larger capacity plan can enable operation.
2.Review and Adjust the Ship’s Security Environment to Enable Web Access:
・Modify carrier filters
・Change FBB filters on the ship
・Update the ship’s firewall
3.Reassess Risks Due to Web Access on the Ship:
・New risks will arise that were previously not a concern.
・Operational rules, antivirus measures, and security protocols need to be reestablished.
4.Cost Implications of Plan Changes and Implementing Measures:
・There will be costs associated with (1), (2), and (3).
・Discussions with charterers regarding the sharing of these costs will be necessary.
